Matt Schrap


Matt Schrap is President of California Fleet Solutions (CFS) and VP of Government Programs with Crossroads Equipment Lease and finance. Matt is responsible for all regulatory compliance and incentive program inquiries and training for the Velocity Vehicle Group of Companies (VVG).

He has helped hundreds of fleets understand how to comply with several California Air Resources Board Regulations (CARB) and has secured millions of dollars in state and local incentive funding for Clean Truck replacement in California. Matt has worked with several Air Quality agencies on incentivized emission reduction strategies and has helped existing program administrators determine best practices for grant outreach and education.

Matt also contributed to and participated in several panels and workshops for the EPA and CARB related to Air Quality and transportation equipment financing. He has spoken before the UCLA Lake Arrowhead Transportation Research Symposium on financing challenges for the industry and hosted a seminar on transportation financing at the 2012 Fleet Executive Conference in Las Vegas. At the 2013 Great West Truck Show Matt hosted a breakout session devoted to compliant equipment for independent owner operators. In 2014 Matt will be featured in a CARB television production on the Truck and Bus Rule set to be released sometime during the summer months.

In addition to running CFS, Matt served as Environmental Policy Committee Chair of the California Trucking Association (CTA) for 2010-2011 and is currently serving as Vice-Chair of the Los Angeles Orange Unit of the CTA. He is a member of the Energy and Environmental Policy Committee, the Highway Policy Committee and the Intermodal Carriers Conference (IMCC) of the American Trucking Association (ATA), and is an active participant in the California Construction Truck Association (CCTA), The Harbor Trucking Association (HTA), the North American Trucking Association (NTA) and other local transportation and air quality groups.

Matt has a BA in government from California State University, Sacramento and a MA in Public Policy Administration from California State University Long Beach.
